I think they mean not clinically online.
Chronically. But clinically works too.
I’m chronically online to a sub-clinical degree. I have a friend who is terminally online.
Of course it is, I knew I couldn’t find the right word but as I’m getting older I don’t have the patience to try and find the right one.
