They do that here, only without looking to see if they’re switching right into oncoming traffic. We call it a “Utah turn.” People will suddenly turn and go the wrong way down the street or highway and so we have a lot of traffic deaths due to people making insane U-turns.
I see stuff like this in Austin also, whenever traffic gets bad, they drive off into the grass to switch roads.
