I havent touched this device in 5 years because I’ve been away from home. I tried reading the guide and I’m stuck on just a few things before installing

1. When they say install raspbian lite, which one do they mean specifically? the current Raspberry Pi OS lite or the legacy. I believe at the time this software and guide was made it used the Debian Buster version which is legacy. Also would I install the 32-bit or 64-bit version.
2. For this part of the guide here it asks to create a user account and password, but that fine didnt get made when I picked a raspbian OS and wrote to the microSD card.
3. I’m a bit concerned whether my Raspberry Pi is dead or the ethernet port is bad on it or I have a bad ethernet cable because when I plug it in directly to my router I dont see any light activity from the router or the Pi itself. Will this change once I go through the installation process?

I’m using a Raspberry Pi 3 Model B+ for this project.
